Sadly no…. If you have Windows Vista Basic. You won’t have it. I bought a new Dell Inspiron 530s WHICH IS SUPPOSED TO COME WITH WINDOWS VISTA (It’s compatible enough it has 2 GB of RAM and 320 GB HDD) But them bitches gave me Windows XP.. I HAVE NO IDEA WHY. Just dumb.

That seems a contradiction..
Apple computers are just PCs in white cases these days. No Operating System runs a hosted environment better than a non virtualised one. If you are referring to “Boot Camp” this is just a product to force people to have both the OS X & Windows Simultaneously. OS X is not running Windows at all. The PC hardware underneath is. Apple wont tell you that if you boot of a Windows CD and wipe OS X you don’t need “Boot Camp” at all. Typical Apple domination & manipulation.
